GIORDANO, HALLERAN
& CIESLA’S REAL
ESTATE, LAND USE
AND REDEVELOPMENT
PRACTICE
Giordano, Halleran & Ciesla’s real
estate, land use and redevelopment
clients vary widely in size, geography
and project type. What unites them is
confidence that we can handle every
aspect of a project in-house — without
gaps, without outsourcing and without
fragmentation of strategy.
Our strength lies in teamwork and
depth. We bring together some of New
Jersey’s most recognized practitioners
in redevelopment, land use and
governmental approvals, community
association law, environmental
permitting and remediation,
transactional real estate and real estate
finance and lending. Each area is led by
seasoned professionals; collectively, they
form a fully integrated, multidisciplinary
platform capable of guiding complex
development projects from concept
through completion.
That comprehensive capability is
increasingly critical as development in
New Jersey becomes more regulated
and more complex. Our clients benefit
from a coordinated approach in which
land use strategy, environmental
compliance, financing structure and
transactional execution are aligned from
the outset.
For decades, our team has advised on
many of the state’s most significant
projects. We are present at a project’s
first day and remain engaged through
entitlement, acquisition, financing,
construction and post-closing
operations. Our work routinely includes
due diligence, environmental permitting
and remediation, redevelopment
designations, zoning and land use
approvals, DCA compliance, financing
and lending transactions, contract
negotiation, construction matters
and tax considerations. We also
regularly address condominium and
community association issues, offering
plan registrations, affordable-housing
obligations, development fees and
municipal settlements.
Our clients include local and regional
developers, publicly traded national
homebuilders, banks and institutional
lenders, private lenders and investment
funds involved in residential, mixed-use,
industrial, commercial and affordable-
housing projects throughout New Jersey.
Recent matters underscore our breadth.
We remain actively engaged in many
of the most notable and consequential
development projects across New
Jersey. In those matters, we have guided
clients through complex redevelopment
challenges — including issues of first
impression before the state’s appellate
courts — and steered projects through
regulatory, political and litigation
obstacles to successful resolution. In
2025, the New Jersey Supreme Court
declined to hear the final appeal
challenging Long Branch’s Oceanfront
Redevelopment Project proposed by
our client, bringing years of litigation to
a decisive close and clearing the way for
a significant residential development.
In another 2025 transaction, we closed
on the acquisition of a redevelopment
industrial site in Perth Amboy
complicated by Civil War-era title
issues and ongoing environmental
remediation, positioning the property for
redevelopment.
Through collaboration, recognized
subject-matter leadership and disciplined
execution, we continue to shape New
Jersey’s real estate landscape while
delivering sophisticated, value-driven
representation to our clients.
