Genova Burns LLC has welcomed Thomas S. Dolan as a partner, touting his expertise in commercial litigation and property tax law.
The Newark-based firm said Dolan joins its team with more than 15 years of legal experience and a track record of handling complex legal matters for corporate clients. He has successfully represented clients in property tax appeals and high-stakes commercial litigation in both federal and state courts, while he holds published decisions in several high-profile cases.
“We are excited to welcome Tom Dolan to our team,” said Angelo J. Genova, chairman of Genova Burns. “His extensive experience and proven track record in commercial litigation and property tax matters will greatly enhance our capabilities and service offerings.”
In a news release, Genova cited Dolan’s proficiency in managing intricate cases involving complex commercial disputes, large-scale discovery, motions, depositions, trials and arbitration. His notable achievements include defending municipalities in arbitration disputes with real estate developers, representing developers in significant prerogative writ actions, defending companies in breach of contract and franchise litigation, securing tax exemptions for nonprofit organizations and obtaining long-term property tax exemptions and abatements for developers.
Dolan has participated in major cases such as Advance Housing Inc. v. Township of Teaneck, where he successfully represented national and local mental health organizations as amici curiae before the state Supreme Court to preserve property tax exemptions for supportive housing, the news release said. In Stoddard v. Rutgers, The State University of New Jersey, he successfully represented the school in an action challenging the property tax exemption of university student family housing.
Genova Burns added that Dolan is a respected speaker on tax appeal litigation and property tax exemptions, having presented at several conferences and seminars, including the Northeast Chapter of the Appraisal Institute, the New Jersey Association of County Tax Boards and the New Jersey Institute for Continuing Legal Education. He holds a juris doctor from Rutgers University School of Law-Camden, where he was an articles editor for the Rutgers Law Journal, and a bachelor’s in history with honors from Rutgers University.
Additionally, Dolan was selected as the prestigious Alan V. Lowenstein Fellow for Essex-Newark Legal Services representing low-income tenants in eviction and termination of federal public assistance matters. He is admitted to practice in both New Jersey and New York.
