front Jersey City LLC) which acts as the
redeveloper for a portion of the Phase
1 Development Area identified as por-
tions of Block 21901.01, Lots 4 and 6
on the official tax maps of Jersey City.
It is also known as Development Lot
26 and Development Lot 32 located
within the boundaries of the Bayfront
Redevelopment Plan Area. We have
provided legal services in connection
with its long-term tax exemption finan-
cial agreement with the City of Jersey
City. Additionally, the firm has advised
on various other transactional and
regulatory matters, including but not
limited to urban enterprise certification
qualification and procurement from the
State of New Jersey.
This redevelopment project is located
on the west side of Jersey City and is
bounded by Route 440 to the west,
the Hackensack River to the east and
Kellogg Street to the south, with the
northly portion of the area containing
the Culver Avenue interchange with
Route 440. The development will be
the first phase of the redevelopment
of the neighborhood that consists of
vacant and fallow land of approximate-
ly 95 acres with approximately 70 acres
of development parcels and 25 acres of
public and/or open space.
This project features a six-story mixed-
use building that will house 210 apart-
ments — 74 designated as affordable
units — along with 52 parking spaces,
143 bicycle parking spaces and com-
mercial areas. Additional infrastructure
upgrades are planned throughout the
redevelopment zone. Groundbreaking
occurred in 2025, and full construction
is expected to begin in the second
quarter of 2026.
