Hillis-Carnes Engineering Associates Inc. has hired Jason Joines as the regional manager for its Northeast region, tapping him to oversee its first office in New Jersey in a region where it has served clients for nearly two decades.

As police chief, Deuer planned, coordinated and directed the activities of the police department, managed resources and established departmental goals and objectives while delivering public safety services to the community, according to a news release. The firm added that, during his career in law enforcement, he responded to and assisted in rescue efforts after both the Sept.
11 terror attack at the World Trade Center and Hurricane Katrina in New Orleans.
Deuer, the father of two college- age children, attended the Fairleigh Dickinson University’s Law and Public Safety Graduate Degree Program.

McCarter & English has announced the addition of Richard G. Lyons as a partner in its real estate and cannabis practices.

is involved a broad range of transactional real estate and
related corporate matters, often serving as outside general counsel
for firms, especially startups and early-stage companies, according
to a news release. His transactional experience also includes stock and asset purchase agreements, service agreements, licensing agreements and corporate and business formation matters.
“Rich’s depth of knowledge and experience in transactional real estate provides added bench strength to our group as we continue to grow at a critical time in the real estate markets,” said Simone Wilson-Brito, co-chair of McCarter & English’s
real estate practice. “We’re happy to welcome him to our team.”
McCarter added that Lyons has an established presence within the regional cannabis community and advises businesses on everything from licensing, regulations and financing to real estate, employment agreements and other general business matters. Within the health care and life sciences industries, his clients include those in the medical device, pharmaceutical and clinical trial sectors with real estate and commercial contracting needs, as well as general corporate matters, including business formation and structuring agreements.
Lyons holds a juris doctor from Seton Hall University School of Law, a master’s from Boston University and a bachelor’s from Worchester State University. He is also a councilman
in Upper Saddle River and on the borough’s historical society and water committees.

BARTOLACCI JOINS
NAI SUMMIT UNIT
Michael Bartolacci, the longtime broker at the helm of The Garibaldi Group’s Lehigh Valley office, is formally transitioning to NAI Summit after the two firms recently joined forces.
Garibaldi announced in mid-June that Bartolacci, a senior vice president, will transfer his Pennsylvania license to Allentown, Pennsylvania-based NAI Summit. That will allow him to continue what the firm said is his impactful tenure and service in the Lehigh Valley region, while retaining his New Jersey real estate license with Chatham-based Garibaldi.

The firm, which is based in Annapolis Junction, Maryland, noted that it
has provided consulting engineering services within New Jersey for more than 18 years. Its recent projects in the region include the four-building, 72-acre HRP Hudson Logistics Park in Jersey City, a 153,180-square-foot warehouse development in South Kearny and a 304,119-square-foot warehouse and office building in Camden’s Cramer Hill neighborhood.
DEUER JOINS VALUE IN CONSTRUCTION, SECURITY POSTS
Value Cos. has hired former North Caldwell Police Chief Mark Deuer as its construction manager and director of security.
In his new role with the Clifton- based firm, Deuer will lead the team responsible for new development projects in its multifamily portfolio and will oversee the safety of the company’s employees and residents. He recently retired from the North Caldwell Police Department after 13 years as its chief and a 30-year law enforcement career.
