The NRP Group has broken ground on what will be more than 400 new apartments just west of Liberty National Golf Course in Jersey City, the Cleveland-based firm announced Tuesday.
The developer, which is partnering with Rockwood Capital, is eyeing a summer 2025 opening for the property at 190 Chapel Ave., in the city’s Port Liberté neighborhood. The project will bring 401 luxury rentals to an area just south of the downtown, providing residents with easy access to vast green spaces, bike pathways and Liberty State Park.
G&S Investors, an experienced owner and developer in Jersey City, is co-developing the project with NRP, according to a news release. Citizens Bank and Fifth Third Bank provided senior construction loans.

I’m thrilled to bring new multifamily development to the area alongside our excellent partners who are committed to continued investment in Jersey City.”
NRP deailed the project on Tuesday, noting that residents will have access to upscale amenities and the city’s extensive multimodal transportation network. The construction marks its second development in Jersey City, following its completion of 131 units on New York Avenue, and its first joint venture partnership with Rockwood.
