Kokes Properties has broken ground on a 64-unit apartment building that will complete its redevelopment of an iconic but long-shuttered factory property in Burlington County.
According to the firm, the second and final phase of what’s known as The Mill at Riverside is slated for completion in summer 2026 and will join the existing 126 apartments and townhomes delivered during phase one. The new five-story building is now set to rise at South Fairview and Franklin streets, following a groundbreaking ceremony last month that drew local officials alongside members of the project team.
Kokes also noted that it recently closed on a construction loan with Provident Bank.
“We couldn’t be more pleased with the success of The Mill’s redevelopment effort to date, and we are very optimistic that the second phase will provide an even greater benefit to the local community upon completion than phase one did,” said Clark McIntyre, Kokes’ vice president of finance and operations. “Provident has been an incredible capital partner to us on this project since early 2021, and we are grateful to them for their patience and unwavering support during an unusually volatile period for commercial real estate lending.”

Designed by Sonnenfeld + Trocchia Architects, the new building will occupy part of the site that was once home to the historic William F. Taubel Hosiery Mill. The factory was once Riverside’s largest employer but ultimately closed, giving way to its demolition in 2006 and several years of redevelopment efforts by the township.
Kokes, which acquired the land in 2019, broke ground in late 2020 on the project’s first phase and has enjoyed strong occupancy, steady rent growth and high levels of tenant retention since opening in 2022. Residents have access to an on-site clubhouse and amenity hub, while they’re a short walk from NJ Transit’s River Line and a 30-minute ride from Philadelphia.
The developer is now at work on the final phase after an 18-month construction hiatus, having tapped L2i Construction as the general contractor.

Kokes, president of Kokes Properties. “We were introduced to Brandon Lynch at L2i a few years ago, and we’ve been extremely impressed with his resume, professionalism and diligence.
“Construction has been off to a great start since L2i mobilized a few weeks ago, and we are super excited to work with them on this project and hopefully many more in the future.”
