Construction is underway on a project that will bring 90 luxury apartments, retail space and a 596-unit self-storage building to the Passaic County borough of North Haledon.
Known as High Mountain Promenade, the development by Tulfra Real Estate and The Hampshire Cos. will soon take shape on a parcel at 987 Belmont Ave. and less than two miles from the Bergen County border. That’s where the firms joined local officials, business leaders and other stakeholders recently to break ground on the project, touting the public-partnership that helped them reach the start of construction.
Among those on hand were North Haledon Mayor Randy George, Tulfra CEO and President Sonny Jumani and Hampshire Chairman Jon F. Hanson.
“This is a great moment for Tulfra and our partners, The Hampshire Companies, and for North Haledon,” Jumani said. “After everything it took to get to this day, standing on this ground with a shovel feels really good. And through it all, Mayor Randy George stood and supported us with your vision and what we’ve been trying to build.”

According to the firms, the project will create a modern mixed-use destination designed to better serve the surrounding community and neighboring Bergen and Passaic County markets. It’s likely to leverage the densely populated and affluent suburban market around it, with some 68,500 residents living within a one-mile radius of the site and a population of nearly 258,000 within five miles, including nearby communities such as Hawthorne, Wayne, Franklin Lakes, Ridgewood, Midland Park, Wyckoff and Prospect Park.
The apartment building, along with the 4,400-square-foot retail space and a three-story self-storage building, will similarly benefit from direct access to major highways including routes 202 and 208 and interstates 80 and 287. Also nearby are William Paterson University and Molly Brook on Belmont, an upscale, 180-unit apartment property that Tulfra and Hampshire completed in 2022 before selling it later that year.
The firms have partnered on several other successful New Jersey developments, including the mixed-use, master-planned Park 11 project in Belleville. The Copper Mill luxury apartment community, a key piece of that plan, is now under construction.
